Boil pasta per instructions on packet, drain and set aside.
Fry some onions, add the mince and stir well to get the it lump-free.
Add 1tsp salt, 1/2tsp pepper, 1tsp garlic, chillies to taste, 2cups chopped tomatoes, 2tbls tomato paste, cook through add the mixed vegetables, cook until soft.
Lastly add sugar to taste.
Make a white sauce:
mix together over medium heat and add 2 cups of milk stir well to prevent lumps.
When it thickens to a thin custard consistency remove from the heat.
In a ovenproof dish mix the pasta and mince.
Pour over the white sauce and top with cheese.
Sprinkle with herbs and bake till the cheese is melted.
Serve with salad.
